Before being mustered into the 19th Indiana Private Shelley had served in what was called the Fremont's Bodyguard that was a Missouri Cavalry unit. He served there from September 15th, 1861 to January 8th, 1862. Two months later he mustered into the 19th Indiana and by July of 1863 he was mustered out of the 19th because of disability. The next year he mustered into a 100 days unit as a 1st Lieutenant in Company G of the 139th Indiana Infantry. After mustering out of that regiment he joined Company H of the 147th Indiana Infantry as a Captain. He served with that regiment until his muster out on August 4th, 1865.
He filed for a pension in 1888.
